Guide to scholarships to recognized Turkish universities in Iraq

This guide is the official guide for the 2024-2025 academic year, according to the ministry's website. It is valid for the 2025-2026 academic year and may be updated at any time based on a decision by the Iraqi Ministry of Higher Education. This guide is also intended for scholarship students, i.e., Iraqi government employees.

To view a brief overview of the requirements of these universities:

1-Istanbul University: Most departments teach in Turkish and no certificates are required for application. After acceptance, a language certificate is required from the student within one year. However, the applicant's GPA must be at least 65 for a master's degree, and applicants for a doctorate must have a bachelor's degree GPA of 65 and a master's degree GPA of 75.

2-Istanbul Technical University: All departments teach in English. A GRE certificate is required for Master's students to apply, and TOEFL is required after admission. However, for PhD students, GRE and TOEFL certificates are required upon application only.

3-University of Health Sciences: The Turkish language is taught and TOEFL and TOMER certificates are required for all programs, followed by a competitive exam.

4-Koç University: TOEFL and GRE certificates are required for application only, and the annual fee is approximately 20,000 TP4T (two books).

5- Sabanci University: TOEFL and GRE certificates are required for application only, and the annual fee is approximately 20,000 TP4T (two books).

6- Hacettepe University: Three certificates are required for application only (GRE + TOEFL + TOMER) for Turkish programs and TOEFL and GRE certificates for English programs, and then a competitive exam is required.

7-Ankara University: Requirements vary from one season to another and from one department to another, but a TOEFL certificate is usually required for all applicants, even for Turkish programs. Sometimes, a competitive exam or interview is required.

8-Gazi University: Most departments teach in Turkish and no certificates are required for application. After acceptance, the student is required to submit a language certificate within one year.

9- Middle East Technical University: TOEFL certificate is required upon application. After acceptance, GRE certificate is required. Some majors require a high score or a competitive interview and exam.

10-Cankaya University: It has limited seats and accepts students based on competition for applicants.

11-Ege University: Turkish is taught, and a TOEFL or TOEMER certificate is required for all programs, followed by a competitive exam. English-language programs do not require TOEMER.

12- Dokuz Eylul University: No certificate is required for application. After acceptance, a language certificate is required from the student within one year.

13- University of Ercis:

English programs require a TOEFL certificate to apply.

Turkish programs give a one-year grace period, except for scientific specializations, which must be submitted.

Please note that all doctoral programs, whether in English or Turkish, require a TOEFL certificate upon application.

14- University of Euphrates: No certificate is required for application. After acceptance, a language certificate is required from the student within one year.
